<!--
Lets a browser adopt Recommander as a search engine: in Chrome and Firefox, typing
"recommander.cards" in the address bar and pressing Tab hands the rest of the line to the
  commander search below.

Commander search rather than card search because it's the site's primary lookup — the same
reason the SearchAction in src/lib/seo.ts points there. Both are declarations of "this is how
you search this site", to two different audiences.

Absolute URLs throughout: a browser stores this descriptor and resolves it later, with no
page context to resolve relatives against.

There is deliberately no <Url type="application/x-suggestions+json"> here. It would give the
address bar a typeahead, but the endpoint behind it is a public URL a browser hits once per
keystroke, and every server-side API client in this codebase carries the subscription key and
talks to the private, un-rate-limited upstream — the browser's own typeahead goes through the
public, rate-limited endpoint instead, on purpose. That combination is an unmetered proxy to a
metered API, bought for a convenience only returning visitors ever see. If it comes back it
needs an edge rate limit keyed on client IP, and a minimum query length, first.
